Why must I register?
Each state/province wants to track who made the products and who's selling them to U.S./Canadian consumers. That's what registration is all about. Manufacturers from anywhere in the world whose products will be offered for sale in the U.S. or Canada are require to have these bedding licenses in up to 15 states and/or 3 provinces.

It doesn't matter WHO sells the products in the U.S. or Canada - or WHERE they are being sold. The FACTORY must be registered. Each state license requires a registration fee and has an expiration date. The licenses must be renewed and kept active by the factory as long as the products are being sold in any particular state.

How much does it cost?
Some states/provinces do not require registration for some types of products. Some state fees are based on anticipated sales volumes and some states prorate their yearly fees based on the current date. Click here to see a Summary of Fees.

NOTE: for Joint Registration, the states of CA, CT, MA & VA still require the manufacturer and importer to register separately (x2).

How long does it take?

1) Obtain a URN…about 1 business day! (select US States)

The registration process is a series of steps that first begins with applying for a Uniform Registry Number (URN) in any one of the states that requires registration. Any of the registering states will issue a URN and since it's a Uniform Registry System, any URN can be registered in the other registering states. Global Registration Services, Inc. applies for your URN in the state you prefer. The time involved varies from state to state. This time can be 2 weeks or 2 months and will also vary within each state at different times. If you don't have a preference, we work closely with several states that can issue URNs to Global in as little as 1 business day. When the state completes the processing of that URN, they will send the License Certificate directly to the mailing address on your application. We must obtain a copy from you either by fax or email when this arrives. We can also register an existing URN that a factory may have.

2) Process application forms…2 business days!

While the URN application is being processed in the chosen state and we are waiting for the certificate to be issued, we will complete the remaining state forms and send them to the client for signatures. This takes about 2-3 business days to complete once the registration process is initiated.

3) Obtain client signatures…(your time).

Once the forms are received by the client, they must be signed by the appropriate authorized person(s) and be returned to us.

NOTES:
- Most of the states will accept forms signed by an importer, however a few of the states MUST have the signature of an owner or officer of the manufacturing company. In some cases this will require several of the forms to be sent overseas.
- The client must return the ORIGINAL SIGNED APPLICATIONS via mail courier.
- We must have the signed forms and the license certificate with the URN in hand from the issuing state before we can proceed to complete the registration.

4) Submit applications to the states…3-5 business days!

Once we receive the application forms back with the proper signatures and have also received a copy of the URN License from the issuing state, the registration packets can be sent out to register your URN in the remaining states. We can usually get the packets out in 3-5 business days. When we send out the applications, our processing of your applications is complete - but your registration is not yet until step 5 is done in each state.

5) State processing…varies by state.

Once the state receives the application packet, as stated before, the processing times can vary between 2 weeks to 2 months and may vary within each state at different times. When approved, the License Certificate with your URN will be mailed to the address on your application.

NOTE: We are often called upon by companies after the fact to "follow-up" with a state because the client has not received the certificate yet. We do not do this. Although we cannot guarantee your application will be accepted by any state, we can assure you that no application submitted by Global Registration Services, Inc. has ever been rejected. If there is a problem or question, the state will contact us or the registrant. We recommend making a copy of the application forms when they arrive for signatures. They can be used to follow up the status in any particular state.

DE, NY, NC, OK & TX do not require registration for Upholstered Furniture products

A Uniform Registry Number (URN) must be printed on the law label of the manufacturer’s products. This state issued URN identifies the manufacturer of the products to the state and the consumer.

A Uniform Registry Number System exists between the states so that only one number is needed for each manufacturer to print on their law labels.

A URN from one state must be registered in another before products displaying that number can be sold there.

A URN can only be assigned to the manufacturing facility of the products

A manufacturer with multiple facilities must have a separate URN for each facility.

A company which contracts a another company to make it’s products is NOT considered the manufacturer under this system. They are considered the Importer/Wholesaler/Distributor/Retailer of the products even though they may own the rights, designs, patents, etc. This applies also to U.S. companies contracting non-U.S. companies to make their products.

Non-U.S. companies who make products which will be at any time, or by any other company in the world, sold in the U.S., must be registered - even if they are not directly selling or exporting their products to the U.S.

Importers/Wholesalers/Distributors/Retailer of these products must also have licenses in some states.

Importers/Wholesalers/Distributors/Retailer will not be issued licenses if the manufacturer of the products they wish to sell is not registered in that state.

Some states require an Importer/Wholesaler/Distributor/Retailer to obtain a separate license for each manufacturer it wishes to sell the products of.

Some states require an Importer/Wholesaler/Distributor/Retailer to obtain a single license allowing them sell the products of multiple manufacturers - as long as those manufacturers are licensed.
